Abstract: |
The research contrasts Vietnam's education system with Southeast Asian neighbors, most complete the Philippines, in terms of policy, curriculum, cultural environment, and issues such as corruption and decentralization. The results of research reveal Vietnam's achievement via collective investment and centralized control targeting early childhood education and foundation stones, where centralized policy has had concentrated decentralization. The Philippines, however, is hampered by decentralized control and less concentrated investments. Vietnam's intensive curriculum and high-stakes assessment create a high-intensity learning culture, while the Philippines' expansive curriculum and non-impact tests depress student motivation. Vietnam's cultural homogeneity and centralized administration promote policy implementation compared to the Philippines' fragmented cultures and decentralized administration, which delay policy consistency. Vietnam's political resolve and civil society engagement simplify issues of corruption and decentralization. The implication is that convergence of strategic investment with good governance, culture-sensitive reforms, and capacity building can potentially enhance the quality and equity in education. The Philippines can learn from Vietnam's prioritization of certain issues while tackling issues regarding decentralization. |
