| Abstract: |
Thai Nguyen is a midland and mountainous province in northern Vietnam. In recent times, Thai Nguyen has had many innovations in public investment activities, achieving many achievements in public investment capital management. However, the province's public investment still has inadequacies such as: the allocation of capital for implementing sprawling and prolonged planning, not really effective; Coordination between levels and sectors in organizing and implementing planning is still overlapping and contradictory; Inspection, supervision, monitoring and evaluation of the implementation according to the approved planning still has many limitations... The article has proposed some groups of solutions to solve these problems: improving the quality of planning, arranging and prioritizing the order of investment projects, improving project appraisal and independent appraisal of investment projects so that project appraisal becomes substantive and of quality, strengthening capacity for investors. strictly control and tighten discipline for project adjustments to avoid the possibility of these adjustments being abused. |
