Abstract: |
This study addressed the critical importance of understanding and bridging educational disparities faced by Indigenous students in Canada, a group historically marginalized and underrepresented in national assessments such as PISA. A significant gap existed because federally funded Indigenous schools were excluded from PISA samples, masking the true extent of inequities and hindering effective policy responses. To investigate this, the study employed a mixed-methods approach, analyzing PISA 2022 quantitative data alongside qualitative insights from Indigenous education stakeholders and policy reports. Key findings revealed persistent achievement gaps between Indigenous and non-Indigenous students, with systemic factors such as chronic underfunding, lack of culturally relevant curricula, and inadequate support services contributing to these disparities. The exclusion of Indigenous federal schools from PISA further obscured these challenges and limited comprehensive data-driven policymaking. The study also highlighted promising practices in curriculum integration, teacher development, and community-based support that enhanced Indigenous student engagement and success. The implications underscored the urgent need for inclusive data collection practices, culturally responsive education policies, and targeted resource allocation to ensure equitable learning opportunities. By combining international benchmarking with Indigenous knowledge and lived experiences, this research provided a comprehensive framework for policymakers and educators to address systemic barriers and promote reconciliation through education. Ultimately, closing the educational gap was essential not only for Indigenous student success but also for advancing Canada’s broader goals of social equity, economic development, and honoring treaty rights. This study contributed to ongoing efforts to improve Indigenous education outcomes by emphasizing culturally grounded, evidence-informed strategies that recognized the unique contexts and aspirations of Indigenous learners. |
