Abstract: For years, Japan has consistently maintained a top position in the Programme for International Student Assessment (PISA) studies, wherein students stand out in matters of mathematical, scientific, and reading literacy achievement. A comprehensive analysis of trends using national government reports, peer-reviewed research, and evaluations of international educational policies seeks to understand how Japan's governance structure, curriculum design, student development approaches, teacher education systems, and support frameworks contribute to the observed outcomes. Among the insights, primary emphasis is placed on centralized governance through the Ministry of Education, strict requirements for entering the teaching profession, flexibility in curriculum reform, and support programs with an equity perspective. It is concluded in this review that a comprehensive model for education, a combination of academic depth, empowered teachers, and strong community ties-offers useful lessons for education systems around the globe that seek to have high performance under conditions of fairness.
