Abstract: In 2021, Quang Ninh province excelled in all important reform indexes, including the Provincial Competitiveness Index (PCI), Public Administration Reform (PAR Index), Satisfaction of Citizens with Public Administration Services (SIPAS), and Provincial Governance and Public Administration Performance Index (PAPI). This article analyzed the current state of administrative reform and the investment environment in Quang Ninh province based on the aforementioned indexes. The article identified some limitations of the province, including incomplete document exchange, a large backlog of administrative procedures, complex procedures, and inadequate guidance for citizens. Additionally, some officials and civil servants struggle to assist citizens and organizations in completing paperwork, and the results may not be completely accurate or easy to understand. The study proposes solutions to overcome these limitations and challenges.
