Abstract: This study explores the multifaceted challenges faced by classroom teachers in delivering literacy instruction to identified frustration-level readers in Minsalirac Integrated School, Quezon I District, for the school year 2024–2025. Grounded in a qualitative descriptive case study design, the research engaged five elementary educators across grades 3 to 6, drawing insights from semi-structured interviews and classroom observations. Findings revealed three major themes: instructional difficulties in adapting to learner needs, effective strategies such as peer tutoring and contextualized materials, and professional resilience through patience and ongoing development. Teachers reported that frustration readers exhibited low motivation, irregular attendance, and limited home support, requiring personalized and resource-intensive interventions. The study underscores the necessity of differentiated instruction, technology-enhanced methods, and systemic support to address literacy gaps. Implications highlight the importance of policy realignment and targeted professional development to empower educators in overcoming persistent barriers to early-grade literacy.
