Abstract: The research shows why some countries are successful in harnessing foreign direct investment (FDI) for economic growth, while others are not. Accordingly, it proposes some suggestions to explore the factors affecting the national absorptive capacity of each country, which can help each country have more appropriate policies to exploit FDI capital better. The specific results of the study are as follows: First, in every income group there are countries where the crowding out effects far outweigh the capital gains and the supportive effects of FDI on domestic investment; As a result, FDI hurts economic growth in these countries. Second, only five countries, including the Central African Republic, Rwanda, Cote d'Ivoire, Turkey, and Russia, do better than Japan in terms of absorbing external forces for economic growth. Third, government efficiency has a positive and statistically significant relationship with a country's realized absorptive capacity. In other words, the effectiveness of the government positively influences the efficiency of exploiting external resources for the economic development of the country. Fourth, the growth of FDI has a positive impact on economic growth in Vietnam, although compared to Japan and many other countries, the magnitude of the impact of FDI in our country is still very low. However, Vietnam should still strengthen the attraction of FDI inflows into the country.
