Abstract:	In the market economy, public non-business units provide public goods, playing an important role in meeting the development requirements of the economy and the social life of the population. In Vietnam, the number and field of operation of non-business units are increasing, especially medical non-business units, including public hospitals. Public hospitals not only fulfill the targets assigned by the state in health care, but also organize the provision of medical examination and treatment services for the society. Therefore, the financial source of these hospitals is not only provided by the state budget but also from the provision of medical examination and treatment services, joint venture capital contributions, aid and other sources of revenue... With such diverse financial resources, the problem is to manage, exploit and use these resources effectively while ensuring the good performance of the functional role of health activities, avoid waste and deterioration of the quality of public hospitals.
