| Abstract: |
Guided by the goal of supply-side structural reform, all regions are closely following the strategy of industrial upgrading to continuously promote their work to remove excess capacity and optimize the capacity structure. The function of active fiscal policy can be understood from three aspects: value orientation, market intervention, and institutional advantages. On this basis, the implementation path of active fiscal policy can revolve around: formulating the implementation standard of active fiscal policy, carrying out on-the-job employee training under fiscal supervision, highlighting the market intervention function of fiscal policy, and carrying out innovative talent training through cooperation between government, enterprise, and school. |
